I'm still working on the Handan episode but I'm getting intro trouble because the food vendor keep deciding to distribute bland food for a while despite the presence in the mill of 4 food types. Am I doing something wrong to cause this or is a "feature" like the natural disasters in some scenarios?

The food does come back, but meanwhile I have to run around turning off unnecessary industries to preserve the essentials.

You need to set your 'market square' food quality correctly.

See page 62 of EmperorManual.pdf
Appitizing food quality is ok for common housing with tasty food quality giving you a higher hygeine rating.
A second food vendor may be helpful if your food production is not low. See 'Agriculture ministry'.

I think it was from one grand market trying to feed both an elite and a common district. The second food vendor seems to have solved the problem.

I am now playing The Imperial Forbidden City, and my grand market's food quality is stuck on Bland despite my having set minimum quality to Appetizing and having four food types plus spices in the nearest mill. I have read the manual again and have seen no hints as to what might be going wrong. Adding a second food shop isn't possible because I need all 6 shops to evolve the elite housing to the highest level.

I guessed the food shop would continue to sell the old quality until it ran out, but I've been running for a couple of game years and the problem persists.

Can anyone think of anything else?

BTW I love the scenario; first time I've managed to achieve Perfect Harmony.

EDIT: of course I thought of another thing to try immediately after posting: I deleted and replaced the food shop, and the new one bought Delicious food.

Yes, deleting the food shops and replacing them immediately is what I was going to suggest.

It was wonderful. I managed to keep Perfect Harmony throughout the game, the first time I've ever been able to do that, though it took quite some planning to achieve it. I'd have posted an enthusiastic comment in the downloads section but it required a login and my browser warned me the connection wasn't secure.
