Here's a few:
1) Provide fleece to your folks as soon as possible, even if you have to import it. Tax income increases by a factor of 2.5 when you do so.
2) At the beginning of the game, set the wage rate to "very High". This will get you five more workers for every hundred inhabitants. The actual cost won't be serious, since, in the beginning, there aren't that many people working anyhow.
3) Start taxing right away. Palaces are much cheaper than in Pharaoh, and do not require any workers. If I'm paying "very high" wages, I'll set the tax rate at "high"
4) Unlike Pharaoh, housing blocks rarely provide enough workers to get both a food and an export industry going. If money permits, getting food should be given priority over developing industry.
5) When feasible, use two or more common agoras instead of a grand agora. You get more flexibility.
