Marcus,
Joe Clark was and is again the leader of the conservative party in Canada. He was the prime minister of a minority government back in 1979. He lasted only 9 months before the minority government fell apart(tried to raise gasoline taxes). He is from Alberta and the people and media from central Canada would always call him Joe Who when ever they talked or reported on him. He was kinda a quiet and didn't have much personality, also his wife was a strong feminist(not a bad thing but this was the 70's) who didn't take his last name(once again not a bad thing, my wife kept her name). In general he is the Rodney Dangerfield of Canadian politics. So when ever you talk about him someone will always say "Joe Who"
