The installation from the original game from Sierra includes that file.
The version from gog.com contains the exact same file.
Neither the game nor the editor use the registry for anything (see last paragraph). Only thing in the registry is some links to web pages, the Start menu and for uninstalling.
It is unlikely that other official releases of the game does not include that file as the game can not run without. As far as I know, Pharaoh also requires that file for running.
Installing the game on one computer and moving it to another computer makes no difference as the file belongs in the games main folder. The orignal version of Caesar 3 came on a CD and the CD is only used for checking the Copy Protection. Back when people got Vista some had problems running or installing the game, solution was to install on WinXP (or older game compatible OS), move the folder to the new computer, load the CD in the drive, close the window that popped up and start the game using an icon on the desktop.
