Having completed the peaceful series I am at Mediolanum where the requirements are 100/100/100/10,000. I am able to complete the scenario, but I wanted to take on Caesar, so I raised my salary and refused to ship anything. After a while (I was at 98 favor) I was able to goad Caesar into attacking. He then never attacked again no matter how low my favor. WTF?

Is this the normal way the game works? If I am too strong militarily, Caesar just won't attack? Is that what you are saying? I'm not sure if I understand.

Do you know if this is a bug, feature, are you guessing, is this documented? In the prior game, Ceasar would escalate his battles with you this time there is a message that Caesar will return but he doesn't.

In the decade between C3 and C4 the mechanics of the sierra games changed. When Tilted Mill was formed, Sierra managers and programmers just continued the progressive ideas. C3 never checked for a win/loss probability when Caesar invaded you. C4 does, along with troop loss recovery. Eventually, Caesar may invade you again but it will take some time and changing variables on your part.
That's the last bit of input from me as you obviously are looking for a research lapdog who has some claim to inside information. Schedule an interview with Keith if your that interested in authoritive answers.
Maybe someone more respectable, in your eyes, can help you.
