Hi ChEeSeWhIzZ, welcome to Caesar III Heaven.
Perhaps immigration isn't slow. You can't have more than 1 immigrant family heading for a house at the same time, so if there aren't many houses with vacancies then you won't get much immigration.
A possible problem is a second road close to one or more houses that an immigrant can't get to. (The same problem can occur when the route from the entry point to a house is over 500 tiles long.) This can cause immigration to the entire city to stop or slow down. If you click at the entry point and find immigrants there who don't enter the map within a few days, this is the problem.
If you still can't figure it out, you are welcome to send a saved game of your city to the address in my profile (mentioning C3 in the email subject), and I'll take a look.

many thanks, I'll check now.
I deleted some of my vacant lots, then the immigrants that were at the entry point started coming in, so i think it was that i had loads of empty lots which was putting them off so to speak
