Topic Subject:Creating A city Without The Need For Prefectures

I have spent some time downloading some completed cities off of Caesar 3 Heaven's website and have noticed that on some of the maps, there is not a single Prefecture in the entire city, yet there is also no risk of fire or crime.
How did the creators of these cities pull this off? Is there a setting in the map editor or is there a code that you have to input? Or is it that once you get to a certain point in the game, your need for prefectures goes away (which I highly doubt).
I have been trying to figure this out for some time today; I thought I would just put it to the forum to see if anybody knew.

I think this topic properly belongs to the "Game Help" forum, but that's another matter. On to your question.
The simple answer is that all the cities you saw were in Northern climates, where there is no fire risk whatsoever. If you run your city properly then there shouldn't be any crime risk either. So no need for prefects in Northern climates!
What I mean by running your city "properly" is paying at least 2 dn in wages more than Rome (often refered to in these forums as "Rome+2"), which incidentally also gives you a Prosperity rating bonus, taxes are low (no more than 8% if Rome+2 or in my experience no higher than 14% if Rome+10) and ensuring all houses which are being fed recieve a sufficent and stead flow of food so they don't evolve/devolve alot from food.
