I often find myself able to complete all mission requirements with about 50% to 70% of the required population. I am left wondering how to get the rest without generating a giant unemployment rate. I always end up plotting a big row of houses and hope I get what I need before trouble starts. I don't like doing cheap stuff like that. I like my finished cities to look good. And I have all the jobs I need placed down already.

My favorite method of preventing unemployment is to build manors or estates, since scribes don't work. By blocking residences from evolving to manors using small statues, you can delete the statues as needed to keep unemployment small.
If manors are not possible (as in Menat Khufu), and you cannot find anything useful for extra workers to do, you can create make-work jobs. Work camps provide the most jobs for the money, but placing work camps haphazardly can harm floodplain farming or monument construction. I have used police stations for make-work jobs.
The other option is to just live with the unemployment: people will tolerate something bad (such as high unemployment) if other things are good enough (such as high wage rates and low tax rates). Some of my finished cities have fairly high unemployment, so they can run for a long time before running out of workers.

Entertainment blocks? Extra exports, or more 1x1 jobs for extra coverage. (like fire fighters, architects, police, apothecary, dentist's).
if they are custom missions, load them in the editor before hand and change the population goal. Mine are based on my play style, for example. So if I've found myself with to much of an item, I'll add an event to get rid of the excess. And I build big cities, so I set the population high. I honestly run into the opposite problem. I usually

You can always delay bringing up your population until it's the last requirement to be fulfilled; it takes a while for the people to get upset about high unemployment, and the game could be over by the time it gets to be a real problem.

A good solution is to put up a lot of manors and estates. Scribes do not work and thus not count into the workforce and unemployment calculation. Typically a in my cities over 10k pop, scribes make up to 1/3 to 1/2 of pop.
Plus, scribes pay A LOT of tax. I sometimes find “farming” scribes buy providing civil services and importing goods is more lucrative than running an export industry.
Otherwise, if you are short of space, place some work camps. If you have plenty, place a few more temples would make the Gods very happy.
