I've been playing these city builders on and off for 20 years now and I never realized that warehouse workers don't need a road to "Get Goods". I just finished Baki (with the whole city connected together) and searched for something on these forums, and stumbled upon that piece information. Loaded Baki again, split the city in two, and sure enough - no more papyrus problems. I loaded Caesar 3 out of curiosity and same thing, I cut off the wine warehouse but getters will still go across grass to pick up.

Are we meant to build up separate areas and just have warehouse workers trek across the sand/grass to pick up what they need? I've never even considered that a possibility.

Hi ChocolateChamp, welcome to Pharaoh Heaven.
warehouse workers don't need a road to "Get Goods"
A road connection is not needed only if a storage yard (or warehouse) is getting from another storage yard. If a storage yard is getting from a granary (or a granary is getting from a granary or storage yard) then a road connection is needed.

I have no idea what we were "meant" to do. The designers certainly had that in mind, since they programmed the warehouse (or storage yard) cart pushers to behave that way.

Breaking a city into sections and using getting storage yard cart pushers to move goods around makes designing some cities considerably easier. (My Rostja may be a good example, but I connected all roads together in my later cities to increase the challenge.)

Breaking a city into unconnected sections is especially useful in C3, since markets do not have special orders.

Thanks for the reply and clarification. I figured this must be design since otherwise they would've fixed it in Pharaoh.

Does it work the same in Zeus and Emperor?

I don't know, but I'd guess so. (I have both games, but haven't played them.)
