I've been playing these city builders on and off for 20 years now and I never realized that warehouse workers don't need a road to "Get Goods". I just finished Baki (with the whole city connected together) and searched for something on these forums, and stumbled upon that piece information. Loaded Baki again, split the city in two, and sure enough - no more papyrus problems. I loaded Caesar 3 out of curiosity and same thing, I cut off the wine warehouse but getters will still go across grass to pick up.
Are we meant to build up separate areas and just have warehouse workers trek across the sand/grass to pick up what they need? I've never even considered that a possibility.

Thanks for the reply and clarification. I figured this must be design since otherwise they would've fixed it in Pharaoh.
Does it work the same in Zeus and Emperor?
