I read somewhere that, all other things being ample enough, the maximum number of immigrants per month is 192. Is that right? And how would I calculate the number of houses to build to accomplish that, without going wildly over? I would of course take into account the number of current vacancies.

Would the formula houses = (192 - vacancies) / 5 be correct?

I want to ignore the problem of finding jobs for everybody (because plenty of jobs will be there in the next few months anyway), all ratings, food availablity, and whatnot.

Yes. This requires a city sentiment of at least extremely pleased and houses with vacancies (or vacant lots) that don't already have an immigrant (or emigrant) family heading for them.

Note that the population can increase slightly faster if you also have a bunch of births early in the year (assuming that births are greater than deaths).

The more houses you build, the longer maximum immigration will last.

Each house or vacant lot can have 1 immigrant (or emigrant) family heading for it. For the houses or vacant lots that have 7 or less vacancies, the house wants that many immigrants. For houses will more vacancies, the house wants 4 immigrants.

Every 1/16 of a month, immigrant families will be assigned to houses or vacant lots. The first house or vacant lot on the building list that doesn't have a family already heading for it will have a family assigned. If the house or vacant lot wants at least as many immigrants as are available, it will get all of them. Otherwise, it will get the number of immigrants that it wants, and the remaining immigrants will be available for the next house or vacant lot that doesn't have a family heading for it. Note: this is not quite right--houses that want enough immigrants to fill have a different priority than other houses, but I've never been concerned about that.

If city sentiment is extremely pleased or better, 12 immigrants are assigned each 1/16 month. If they are all sent to vacant lots, the first two families will have 5 immigrants each and the third family will have 2 immigrants.

To maintain maximum immigration, make sure that there are always some houses or vacant lots that don't have families heading for them.
Is there a way to see the number of births/deaths in the game?
People age, die, and are born in one moment shortly after the beginning of the year. Births are the number of people aged 0 right after that moment (which can be seen or estimated using the Population - Census screen of the Overseer of the Granaries). Deaths are births plus the decrease (or minus the increase) of the population at that moment. If there are no vacancies in houses and city health is good enough, births will be equal to deaths and there will be no change in population at that moment.

There is a maximum number of immigrants per month. If city sentiment is indifferent or pleased, there are at most 6 immigrants per 1/16 month. If city sentiment is very pleased, there are at most 9 immigrants per 1/16 month. If city sentiment is extremely pleased or better, there are at most 12 immigrants per 1/16 month.

I take it the massive influx of people at rhe start isn't calculated the same way?

Is there a rule for those who have been removed from their house? The emigrants with the red roll of carpet O mean.

No, all immigration is calculated the same way.

An emigrant family will also head for a house with a vacancy or a vacant lot that doesn't already have a family heading for it. However, unlike an immigrant family (who heads for the first such house or vacant lot in the building list), an emigrant family heads for the closest such house or vacant lot.

If all houses with vacancies and vacant lots already have a family heading for them, an emigrant family will head for the exit. However, now and then emigrant families that are heading for the exit will check again and will head for a house or vacant lot that doesn't have a family heading for it if it finds one.

FWIW, instead of trying to calculate how many housing sites I can build each month, without building too many (can't be filled in one month) or too few (could have had more immigration if they had somewhere to go), I'm just building about 70 houses in the first three months. I just let them fill up over a period of about 8 months. I call this "flooding" my city with immigrants.
