I haven't heard of a bug like that. It might not be a bug--it would be possible to set up that situation, but it would be surprising if it lasted for many months.
Would you send a saved game to the address in my profile? I'd like to see it.

UPDATE: I tried to fix these two like I fixed the other one (to the extreme south). I deleted the unoccupied housing sites and build new ones in their place. One was absorbed by the housing around it (a residence I think) but I'm not sure if it was occupied first. The other (closer to the courthouse) never did become occupied after waiting a good long time -- but then I deleted it and the empty space was absorbed by the expanding building there.

I got your saved game. I deleted the 3 unoccupied houses, rebuilt them, and immigrants eventually moved into all 3.
I've never seen this bug before. Very interesting.

I suppose that third house, rebuilt, would have been reoccupied if I waited longer. But it's still a strange bug.
I seem to have a knack for running across these things!
