I'm replaying Selima Oasis at Hard now. I was able to get all my victory conditions except population at a population level of 1500 rather than the 3000 required.
So I improve my housing. But I have to have jobs for all the newcomers, so I built about 100 police stations (costing 6 Db per job created). Work camps, of course, would have been better if they were available.
I wind up overshooting my population goal (3697 rather than 3000) with an unemployment rate that won't stay down.
In the year 2647 BC I spent a LOT of money building up my city and bringing in lots of import goods. In 2646 my city was profitable. In 2645, the year I expected to win, I started spending money again (mostly to build police stations).
One component of prosperity is whether your city made or lost money in the PREVIOUS year. In 2646, my posperity rating went down from 20 to 0 -- which I expected.
In 2645, it started rising again, but not fast enough. The overseer kept complaining about high unemployment, but building more and more police stations just got me into debt. By the end of 2645, my prosperity rating rose to 13 of the 20 needed, but of course, once 2644 started, it went down because of having lost money in the PREVIOUS year. Damned if you do and damned if you don't!
I have used the above strategy -- make your city profitable one year and try to win the next -- many times before successfully. But why didn't it work this time? And just what is the best way to sop up unemployed workers?
