I've created my own scenario, and one of the requirements is to have 8 Palatial Estates. However, I have only managed to get my houses to Stately Manor level. I know that it has something to do with luxury goods. My city is already choking on jewelry, with two full storage yards of it, and I am importing luxury goods(jewelry) from Hetepsensusret, but my bazaar ladies won't buy any more luxury goods unless my houses are running out. When I right click on the Stately Manors it reads "Another type of luxury good is needed, such as jewelry.". The houses are supplied with jewelry from my city's jewelers and imported from another city, which is what the people desire. Do I need to import a different luxury good(such as wine, olive oil, etc.) in order to evolve my housing to Palatial Esate? I am baffled.

Most cities will only sell you jewelry, only cities far away will sell luxury items such as incense or ebony. You have to add a city such as Gaza or Kerma to your list of trade partners. For that you need to start all over I'm afraid.
