ARR, Here's a theory. I think it may depend on what sort of housing your crooks spawn from. In Baki, I missed placing a Bobby in one evolved area and without courthouse access and when the robbed message came up, they stolen 3000db in one hit. So, does the quality of housing determine the quality of thief and amount they steal?

Usually random walkers go each way at least once every four "walks", but sometimes (depending perhaps on their building's location) they only walk in one direction. It happens with several walkers, maybe with most or all. Some solutions: put walker-generating buildings on loops or near the dead-end end of dead-end roads, or test a layout before finalizing the design (although I'm not sure what modifications to a city might change a walker's behavior).
