Multiple possible reasons come to mind, the first 2 are the most likely, I think. Just make sure that you give the bazaar buyer time to register any changes. If the bazaar trader hasn't left to buy luxury goods over the past 6 months, then there is a problem.
1) None of the houses that the bazaar serves need luxury goods to evolve yet. A bazaar will only retrieve goods when housing that it serves demands that good to evolve (with the exception of foods; those are always retrieved even if they aren't needed). Evolve your houses to Fancy Residences and then the bazaar buy will look to buy luxury goods.
2) Luxury goods have been set to stockpiling. If luxury goods are set to stockpiling in the Overseer of the Commerce, then the goods can't be bought by the bazaar buyer.
3) Traders are buying all of the luxury goods. If the export amount of luxury goods is set too low, then traders from other cities may be buying all of the luxury goods before your citizens can get to them. Raise the amount at which to start exporting to solve this.
4) The bazaar buyer is too busy buying other goods. If the bazaar buy must go a long way to obtain other goods like pottery, it may have to continualy replenish it's supply of those goods and thus never gets a chance to pick up the luxury goods. Either add another bazaar or place the goods in a closer storage yard.
5) The bazaar has previously been set to "Not Buy" for luxury goods. If the bazaar was previously set to not buy the luxury goods in the special orders menu, then the bazaar will not buy the goods (no suprise).
6) Either the bazaar or storage yard lacks enough employees. Not sure of the specific effects, but have seen the effects in other situations. If the bazaar is short on employees, the bazaar might not send out the bazaar buyer as frequently as normal. Thus the buyer may not come out often enough to buy luxury goods. If a storage yard does not have full employment, then goods might not be retrievable (not sure about bazaar buyers). If the luxury goods are in this storage yard, then the goods may not be retrievable. Not sure if all of the facts in this are correct, would appreciate if someone else who knows can confirm or deny this section.
7) Storage yard is too far away. Bazaar buyers will only go to buy stuff from facilities that are 36 tiles or less away, "as the crow flies".
8) No road connection. Double check that the bazaar buyer can in fact reach the storage yard with the luxury goods. This may require map rotation if you're not sure.
