I'm having a problem with people coming into my city. I have room for over five hundred people and yet people are only coming in once in a while in little groups. Why is this? In the beginning, people steamed in. What aren't they now? I'm playing a mission I created if that makes a difference. Please help. I need more workers.

You can only have 1 family of immigrants on the map at one time for each house that has vacancies. Therefore if your 500 vacancies is made up of a small number of houses, each with a lot of vacancies, you will only get a few immigrants on the map. I expect that is your problem, you may need to add more houses if you really need workers now.

Merepatra's explanation (for the slow immigration) is probably correct. Another way to get more immigrants (besides adding houses) is to evolve the houses that you have (but not past fancy residence if you need workers). For example, if you have a lot of ordinary cottages, then evolving them to spacious homesteads (so that each house has room for 2 or 8 more residents) would probably cause a flood of new immigrants.

To understand what happens, open a blank map, set a road and plots along. Then watch the people coming, right click to see how many people are in every house. It will help you to understand how the people come in.
BTW you cannot have too many immigrants (Mere says families, although I would add that each family icon is made of 1 to 4 people) coming onto the map, reason why sometimes your population increases little though you see many immigrants on the map.
Take care that, if you provoke too many immigrants to come, you can face disagradable consequencxes of the sprite lmimit effect: say when you are awaiting more than 1000 people in various places on your map. Pretty dangerous to expect more than 4000 people, like when making at a go 40 residences evolve to estate status.
Also check your birth date. There is always a peak of natality (and mortality or retirement) on the first of January and a second one in the year, variable according to every mission.
