Ok, I did a little checking and here is what I’ve discovered so far.
In the Pharaoh_Model_Normal.txt file the following “monuments” are listed:

Where, left to right, the numbers are supposed to refer to:
a - Cost of structure or of one tile of a structure (for walls etc)
b - Initial desirability value
c - desirability step (in tiles)
d - desirability step size
e - max desirability range
f - Number of people a building employs
g - Fire Risk Increment
h - Damage Risk Increment
i – Unknown
j – Unknown
Now, first of all, there are quite a few structures listed in the Pharaoh_Model_Normal.txt file that are not included in the game. Also, all of the monuments in Pharaoh aren’t listed in the Pharaoh_Model_Normal.txt file (Mastaba, Obelisk). There are 17 different types and sizes of Pyramids, but only one listing. There’s not a structured called a Mortuary Temple or a Valley Temple that I know of. Finally, if the Mortuary Temple, Causeway and Valley Temple are actually Pharaoh Monuments, what do the “cost” numbers represent?
A Pyramid Complex and Sun Temple do have a Causeway, but I don’t think that this is the same Causeway listed in the Pharaoh_Model_Normal.txt file. Just to be sure, I’ll check an actual saved game file tomorrow. For now, I still believe that “Monuments have no effect on desirability”, but I have been wrong before.
