Have any of you noticed that when you let umemployement go high (30-40%), your people start leaving the town (obviously). But they continue to do that. The first to leave are the ones you place near you industries. In that way your industries don't count anymore in the labor allocation table and unemployement gets even bigger and more people start leaving. With the industries down, your housing starts devolving, leaving no more room for your citizens. Enz....
I had my city devolving from 3000 citizens to 500, without me able to do anything about it.(Afterwards I found out how to fix this immideatly from the beginning of the problem). The amount of citizens that was too much was always more that the ones needed in the labor tables and it stayed that way until +/- 500 citizens. And I didn't want to destroy my housing blocks.
Anyway , when I thought that the problem was solved, something else came up. I had too many slums in my city. The citizens who left their houses left a vacant lot, which is highly unappreciated in the neighbourhood, creating a undesirable place (a slum).
The easy solution for this all, is the (fast) deletion of the vacant lots and houses which contain the "too many" people, before your city shrinks to minimum size. It'll cost you some money placing them back of course.

How can you prevent this all from happening? Just keep your eye on the unemployement rate. If it should happen, quicly delete the extra housing (even in your housing blocks if necessary)
