When the libraries/schools/temples staff are on the festival square for the show, are they still considered as working home? If so, it would mean that checking the "attendance bars" for related topics would show these are not decreasing meanwhile. If so again, it would mean that libraries and schools are still working though not consumming papyrus.
IF NOT (most likely, I fear), it means that your best houses are being abandonned for a while. Pretty dangerous for keeping your estates full.
Conclusion would be:
Yes, they still work. Fine. Papyrus saved.
No, so build the festival square far away from the city, for nobody to get there, however great the "Walk like an Egyptian" show.
Freskin says the bigger the show, the more you find people on the festival square and for a longer period. Good for people opinion, sure. But attendance at work?
Or, is the specialist leaving for the show replaced meanwhile by a colleague at working place? I have already seen many more scholars (kids in yellow) in town that I had schools. Is it related to the festivals. Do these guys have a game lifespan?
Etc., etc.
By the way, a bug that occurs frequently in well developped cities: a house remains downgraded, message says: "you need to build an apothecary close". Checking attendance, it is fine for the pharmacist, sometimes it seems fine for everything Health related. Check and counter-check, at one moment you will see that physician's attendance is none, even though the physician is just passing along the house. Replace closest physician's office. Leave the apothecaries as they are.
