We call labor-seekers and many other walkers "random" because their behavior isn't entirely predictable, but they aren't completely random. With a given building on a given road system, a "random" walker will repeat the same pattern of 4 routes. Most of the time, the labor-seeker will leave his building going each direction in at least 1 out of 4 walks, but occasionally (depending on location, roads, and maybe other things) he will always leave in the same direction. That's why a building on a long road that is fairly close to houses might never have labor access while nearby buildings are staffed.
