I’m using the Pharaoh Desire Control program to verify a new housing block for Palatial Estates. I know that the desirability requirement for Palatial Estates is 90. How is this measured? I have laid out the block with all buildings located except the estates. The spaces for the estates are 4x4 that contain 16 different values for desirability. Must every square have a value of 90 or greater for the house to evolve? Must only one square be 90 or greater? Must the average of all of the squares be 90 or greater? Does anyone know for sure?

I just checked out sth that is in fact obvious. As said before, when a full palatial estates devolves to appartment (lack of mortuary survey, for example), its 200 populations drops to 23-something and it takes years to fill it up again. But when it devolves only to a building of the same class (hut, appartment, manor, estate), you lose only the extra people (92 to 88 to 84 to 80 for example).
