Simple answer is everything gets harder It takes more to keep your people happy, attacks are stronger but since I've always played at normal can't say much more than that

You also get less money as your starting funds.

Some other changes with higher difficulty level: the price of everything is higher; schools, libraries, mortuaries, and senet houses consume more goods; some kinds of houses need more entertainment; some kinds of houses contribute less to the city's Prosperity.

I downloaded an excel worksheet developed by 'Nero Would' quite some time back called the 'Rules Extractor spreadsheet'. It's got all the requirements and rules for each level, lists the campaigns in order, the risks for each level (fire, damage, etc.), everything you could possibly need - and more. It's available on the Misc. downloads section of this website.
Nero Would also had an excellent post which included a table with the different requirements for each level.
