Yes,
Click on options on top of screen, there are a number of different effects to turn on/off (with Cleo installed)

Going back to the original question about me being a simple person, there is definately no option(that I can see) to turn off the auto dispatch of requested goods in the options menu that I can find. Anybody find or know of any other ways or ideas? Cheers Pounce the Unfortunate ®

Pounce, are you talking about an auto-dispatch like once the goods are ready, they are automatically dispatched? If that's what you mean I'm afraid I haven't a clue because my stuff never automatically dispatches. Maybe I'm confused.

That's one of the new things in the Cleo version.

Sorry for being unclear.
What you have to do is to go to the "options" line on top. Click on "pop-up messages".
One of the choises that shows says "compliance now possible" If you click on that one it will turn yellow and the message about compliance possible will not appear and goods will automatic be dispatched. If you click again it should turn black and you will once again have to manual dispatch requests one their ready.

autodispatch seems like a dreadful option- too easily [it seems to me] one could end up accidentally paying an extortion

It appears auto dispatch of a request for money (debens) can occur regardless of whether or not you have chosen to it to be automated or not. Moreover I have seen it happening at a point where the treasury was not containing the full amount needed, and it occured also in the case of extortion.
It can be avoided at game level by staying in the red, but that has its own disadvantages. The occurrence seems to be random, and it happens more often if there are other outstanding requests. Satisfying those is another means of avoiding the bug.
Has anyone observed this before, and is there a way to avoid it at design level?

Ack! That sounds like an annoying event. Personally, I would like to know when the goods are ready to be dispatched because sometimes I have to stockpile, stop export, whatever. If they're automatically sent without my knowledge (or even a tiny bar message at the top), then I could go for a while longer with that stockpile order in place, depriving residents or industries of the affected good.

Old post, but it is not 100% correct, because auto dispatch of requests only works, if the city doesn't have enough good when the request come.
