It happened last night with wood actually, on Sawu. Wood is imported and expensive.
I had been accepting wood 2 ferry rides away for building warships. Set that SY with "not accepting wood" and added a new one near the small pyramid site. Accept wood. NO other commodities so as not to confuse the carpenter guild, which I place next door. This new SY is not Getting from the original, it is accepting only wood.
Caravan drops off wood, cartpusher takes it next door and slowly the ramps are constructed. Later I notice cartpusher standing in front of SY with 100 units of wood. Idle. hmmm...Just like Tamia's, I think.
The carpenters guild needs wood to build more ramps, and he wont take it. The first time I hit the delete-undo of the SY, and the cartpusher disappears, but it did seem to jump-start the procees. The second time, I allowed a near by SY to accept 1/4 wood, and he took it over there willingly.
The SY and the guild are staffed. They are adjacent to each other. The wood SY is accepting no other items.
The shipwright is using stored wood out of a SY on the other side of the map; that SY isnt accepting wood any longer.
The small pyramid is almost finihed, but still importing sandstone for the maseuleum, so I guess I will have more opportunities to watch for these occurences.
