Perfect Entertainment coverage is defined by the game in the Entertainment Overseer screen. You need 1 juggler booth for every 400 people, 1 bandstand for every 700 people, and one dance stage for every 1200 people. Remember that a Pavilion has a Dance Stage, a Band Stand, Culture Steps requiring Services Temples require worker access and spawn Priests to provide Religious coverage to your housing, and some housing requires Temple access to Multiple Deities. Shrines provide a "place of worship" and enhance the Desirability of the surrounding area. 1. Exports are more than Imports That's what i have so far. Your cities culture rating is based on coverage of desired services. There are individual steps where a new service is required, and Excellent to Perfect entertainment coverage is needed also.
15 Dentist - access - Overlay/Health/Dentist
35 Mortuary - access - Overlay/Health/Mortuary -- uses Linen
50 Senet House - City Average - Entertainment Overseer -- Uses Beer
55 Library - City Average - Education Overseer -- 500 Papyrus to build and uses additional papyrus
70 Religion - Shrines and Temples are both places of worship. Two shrines equal one Temple. Patron God should have 1TE (Temple Equivalent) for every 300-350 people, and a Local Deity should have 1TE for every 700-750 people.
The Prosperity Rating is the one i haven't figured out yet. There are techniques you can use though to maximize your Prosperity Rating.

3. Overall quality of housing. Just tonight, i had Prosperity of 58 with just Common Residence (no dentist). Loaded up Djedu, had 4500 people, more than half in Fancy Residence (no manor housing) and had PR of 100. So one technique is to evolve your existing housing to near its highest possible level. It also appears in other scenarios, that having any manor housing will typically raise your prosperity to the mid 60's, and an Estate can easily get you 100. What is interesting to me is that the algorithm appears to be a function of both the highest level of housing, and the amount of housing that has been evolved to higher levels.
The Monument Rating is a function of the monuments to be built and the grave goods to be dispatched. You will not exceed the necessary Monument Rating.
There are 5 ways to increase your Kingdom Rating.
1. Make a Profit and Pay Tribute each year (typically good for 1 or 2 points each January)
2. Satisfy a Request/Win a Battle - variable benefit from +5 to +15.
3. Send a Gift -- you can send up to two gifts per year. Do not try to bribe pharaoh with more gifts, it won't do any good. If you can send two lavish gifts, you should get 15 KR points. Two generous gifts are typically worth 8 points, and two modest gifts will get you 3 or 4. You can finance your gift giving by temporarily paying yourself a higher salary. Just be sure to lower it again (see #4) during December of each year.
4. Pay Yourself a Lower Salary - paying yourself a lower salary than your current standing is good for 1 KR point each January. You can overpay yourself all year as long as you lower it again each December and stay there until the Game Saves in January.
5. Ra's "increase your reputation throughout" blessing. I've noticed this to be worth anything from 10-20 KR points. Of course, Ra has to be worshipped in the city for you to get the blessing. I'm not sure if the Temple Complex to Ra can increase this blessing.
