I recently noticed that my city (Carthago) with ~5000 people is not receiving immigrants properly I have many vacant lots around my city and they haven't been filled in years. Is there a known problem? My city is happy with me and there is a slow trickle of immigrants.

Fortunately, I can just wait to win with births, but the lack of food makes the city unstable.

You have a massive amount of unemployment.

When I deleted enough insulae to bring it down to low levels the vacant lots on the islands got filled pretty quickly.

(or you could create lots of jobs)

There's never been a good way to upload saves for this purpose.
The way you just did it is probably the best and quickest way and gets the biggest audience.

There are two roads near houses (each with a prefecture at one end and an engineer post at the other end) that do not have a path (that immigrants could take) from the entry point. Give those roads such a path (for example, by deleting those engineer posts, adding two tiles of road where each engineer post was, rebuilding the engineer posts, deleting a tree, and putting a tile of road under an aqueduct) and lots of immigrants will enter.

You can detect this problem (or a rare one where immigrants have to go an extremely long way). Click by the entry point--if there are immigrants who appear there but disappear (within a few days) instead of entering, the problem exists.

Deleting a large insula by each road is another way to give the roads a path from the entry point.

I don't think the unemployment is a problem because they are happy with me. Unemployment effects immigration by effecting city mood as far as I understand. But I pay well above Rome, so I should be good.

OK, so that is why the lines of houses aren't filling. The problem is that some houses are being prioritized but the road they want to access the house from is blocked. I can rearrange it so that isn't a problem. And they aren't going to the other fully accessible houses because all the immigrants being spawned are going to a row. I think I understand.

I opened up the middle road and immigrants started pouring in.
