So from what I've read on forums, many players have this problem after hitting 200 population, and some consider this a bug - "Poor city mood prevents immigration". You can hold 2 (or 5, still would not matter) big festivals to Venus in a row, get a mood boost from her, and get this "People are disgrunted" event right after.
Other people are saying that game is scripted and allows immigration only after you did a specific set of actions which game expects from you. So, any tips on that for Londinium?
I won't enjoy a game if I am not playing it on very hard, so please don't suggest that. I'd rather make sure its broken and move on, though it would be a pity since I came this far.

Freeman4x and don't forget to set wages to Rome+2 and taxes in the beginning to 0% or at least below 5%. Because from shacks the few Dn are not important.
But you know all of this for sure. Your city makes already expensive export and you have 2 trained legions.
I think also untrained legion if takes casualties and then replacement is academy trained, the whole legion is set to academy trained.
