Here are some things to check:
1. How far are your salt deliverymen walking to put the salt into a warehouse? You need to build one or two warehouses near the salt mines, and set them to 'accept' only salt.2. Are your salt mines connected by road to your mill and the rest of your city? This hurts production output. You need to disconnect the road network between your salt mines and the rest of your city. Only keep the salt mines' road network touching the warehouses mentioned above, and an inspector tower. If you don't do this, the salt deliverymen will likely bypass going to the nearby warehouses, and instead walk all the way to your mill (or warehouses near the mill) You see, the game will give delivery priority to a 'getting' mill or 'getting' warehouse, instead of a nearby 'accepting' warehouse, if a road network connects all of them together. Don't worry about your mill not being able to get salt if you disconnect the road, a deliveryman from the mill will still go get salt from the warehouses near the salt mines, even without a road network connecting them.
Check for those two things, and make the recommendations noted above, if necessary. Hopefully, that will boost your production output way up.
