i trie twelve times this mission, but cannot win: during the second year of game Lhasa attacks me. if i bribe them i cannot start the city economy, if i fight i loose the battle. any idea?

When starting a game, be sure to send emissaries to all cities requesting that they open trade with you. Some will, some won't, but you will find out what they are willing to trade. You will also find out what their attitude is towards you. If any city is displeased or hostile, I suggest that you immediately dispatch a spy to sabatoge their military. Doing this will usually delay or eliminate invasions.
When playing at very hard, your rival cities will have a lower opinion of you than they would at lower difficulty levels. This means that you are more likely to be subjected to oportunistic invasions. Spies reduce military power, and as a result of this, opportunistic invasions are less frequent.

It also doesn't hurt to check every city's attitude once a year. These change from time to time.

I allowed them to beat me, and then built up my economy as fast as possible. I think that I may have paid them tribute once. But eventually I ignored their pleas for tribute. They became angry enough to invade again, and I paid their soldiers off. Heh. All without any military at all !
Definitely send a spy before you are conquored the first time, because you can't once you become a vassal.
