Don't know if it's been mentioned but I got caught with this (after reading about and using this little trick).
An inspector that passes within two tiles of a building does his check and the collapse/fire risk goes down. If however there is an ornamental wall in the way it seems to blocks the inspection (makes sense ) and your building will crash or burn. If you leave a one or two block gap in the wall you can see the inspection only occures when he walks past the gap.
Lost a couple of markets this way

Same thing happen to me. You can put the gap in the wall but do you loose the benefit of the walled off area?

You can replace one or more blocks of the residential wall with statues or whatever, and you get inspector coverage plus full benefits of the wall plus benefits of what you place.
