Most block layouts follow the "58-tile loop" rule, restricted by the herbalist and the Acupuncturist.
I've tested 24*7 and 25*6. Something strange! The herbalist and the Acupuncturist can complete the loop only walk clockwise(or Anit-clockwise, according to the position of the building), but in the other direction the walker will return reverse direction.

Thank you for your sleepless tests.
I've done my testing on the empty loop with herbalist's stall alone and with both h and a, but the herbalist (the herbalist's stall was placed first) still chose the wrong direction in a probability (but I didn't notice the probability changed or not).
Additionally, I put two loops in my test map, one in the real block (with people living in), another is a empty loop. The herblist and the acupuncturist of each loop still chose a wrong direction sometimes.

Every single one is absolutely correct and not only for HBs but the entire city! After I have done my planning and have the entire city laid out, I then count tiles and write down on paper something like this: 1-4-9-2-8-12-4-6. That could be the layout for my Housing Supply area. Each new number represents a turn in the road.
