I recently played "The Rebirth of Atlantis" and had major supply issues late in the adventure. Agora buyers would not purchase food, olive oil, or fleece in time, and the agora would run out, and my housing would devolve. I thought this may be an issue with the number of walkers, but found on another site that the walker issue happens when a city reaches around 15,000 people (mine was less than 10,000). I reorganized so granaries and storehouses were close to agoras, and still no dice. Any ideas? TIA!

That sounds indeed like a problem with the walker limit. Population is not a good way to determine that you have hit the limit: much depends on the city itself. If you have a lot of goats and sheep, you will hit it earlier because every animal takes up a slot in the table. The same goes for fishing boats and growers during the harvest.

Sometimes, it happens because of the previous labor shortage. In my case it once happened on vendor and drama school. I delete that vendor/drama school and then click undo button to solve this.
