Hey everyone !
I've been trying to build massive cities with huge population, and I've managed to get to about 26 000 residents. When that number was reached, some of the agora workers refused to get and to distribute goods. Some of them said "too far", but the warehouses were like 15 tiles away from them...
Is that a bug or is it suppose to be like that?... (:

I've experience the same problem. It is very very difficult to build a big city with those limits. Even after getting rid of all tax collectors, and lovering fleece production (importing in stand) limits are still reached.
Is there any other way? Can you increase those limits? Make them higher? Does anybody know? Maybe the patch can help?
Thanks...

In a test-city I reached 61 000 guys , using kite-blocks to decrease the number of wanted walkers ( uploaded on site ) .
The trick beeing that a walker provides services to 4 rows of houses instead of 2 .

It's indeed all about the housing block. If you can put 2000 into a block that normally serves 1,500, it keeps the same number of walkers so is a population boon. See the neighbourhood blocks thread stickied here.

A few walker tidbits:
The game has a walker limit of 2000.
In addition to the people of your city, this includes:
livestock and animals
your soldiers (even when not mustered)
your military standards
enemy soldiers (not sure if they have invisible standards)
Everything I've seen suggests it also includes projectiles, although I'm a bit skeptical that they'd create and destroy 50+ walkers a second during a major battle.
Some walkers actually take up multiple slots, for example, immigrants. There's the guy with the cart as one, and then the woman walking along behind as the other. I would guess that caravans and carters(especially those really long sculpture delivery trains) also take up more than 1 slot.
There's a bug where destruction/deletion of the palace might fail to remove soldiers from the walker list, meaning that military could take up more than the 180 slots for soldiers and standards.
If you want to free up a bunch of slots, I'd suggest that you find another source of income and never build a palace or possibly arrange for an external source of fleece and kick the woolies out.
