Sorry for bumping this thread, but I have one thing to add:

Since appeal from things like parks and avenues only gets updated a seconds after you place them, you can abuse parks to make elite houses in low-appeal areas.

First, place some parks (the size of the house at the spot of the house works good) and give them time for the appeal to kick in. Second, pause the game, and delete the parks. Third, with the game still paused, place elite houses over the parks you just deleted. Since the appeal hasn't updated yet, it is still counted as a high-appeal area (even though there are no parks).

Sethyboy;
The problem with that tip is that the elite housing may be hampered from fully evolving to a level that would allow the fewest number of Elite houses(2) per full Hopolite company. They may never be able to evolve to Horseman capability. Tax revenue would also suffer. Since you would need more elite housing to achieve military capability you would be consuming more oil & fleece, not to mention the extra costs of initial placement.
I guess it would be OK as a temporary money saving feature if you allowed space for appeal elements that can be placed at a later time.

So if I were really short on cash, when starting a new city; I might try it for a 6 Horseman Elite Block(Olypian diff).
Example showing the reserved space for my final internal appeal elements.
Note: This only saved ~720 from the initial placement cost, which eventually has to be spent to upgrade the housing.

MaXiMus,

The same trick can also be applied to monster attack,I believe SenetEr found it first(guilty!)-BTW,in Miletos,my life relied on this "cheat".
Care to share it with a begginer? I missed out on these games back then, I'm just getting started #nostalgic_moment

I founded Rome as a city of bricks and left it as a city of Marble.

The Dye is cast!

Quintilius Varus were are my eagles!!!

Those posts were made nearly 17 years ago so I doubt if they are still around to reply...
.. but the answer appears to be given in the post two above the one you quoted.

BTW Caesar figuratively cast a die and Augustus wanted to know where his eagles were
