Smack, this is not an accident. These small towns are deliberately using their poor roads to prevent even further expansion. If they installed all of the wonderful "improvements" you suggest, the amount of cars would just swell to fill the increased capacity. It is a poor land planning technique, and we in the land use community would be happy to work with them on alternatives, but it has the virtue of costing nothing to install and withstands court challenges. Other, specifically adopted "slow growth" or "no growth" plans have been tossed out by courts, and cost the towns lots in development fees and court courts.

Haven't they heard of zoning? Protected land? And if they didn't want to expand, they shouldn't have allowed the construction of those high-rise casinos.
